Oxnard staff recommends contract with Rob Assist for SCADA support, up to $1.52 million

Oxnard City staff recommended that the Public Works and Transportation Committee advise the City Council to approve Agreement 32700047 with Rob Assist for supervisory control and data acquisition (SCADA) support services, with an initial one‑year term from 07/31/2026 to 07/30/2027 and an amount not to exceed $1,515,000 if all option years are exercised.
Chris Peyton, Water Division Manager, told the committee that SCADA systems are “critical to the operation of the city's water, recycled water, and wastewater facilities” and that outside support is essential to minimize downtime and protect public safety. “SCADA failures can affect the city's ability to monitor alarms, operate wells, control pumps and valves, maintain treatment processes, and respond to emergency conditions,” Peyton said.
Staff described the proposed agreement as covering diagnostic testing; programming; software and hardware support; radio networks and facility communications; electrical and computer repair and replacement; and cybersecurity. Peyton listed the systems the contract would cover, including the groundwater desalter treatment plant, potable water wells and distribution, chemical and blending systems, the Oxnard Water Resource Recovery Facility and sewage pumping stations, and the advanced water purification facility and recycled water pipeline.
Peyton summarized the procurement process: RFP PW26-83 was issued on 04/07/2026 with a 05/12/2026 closing date; four responsive bidders applied; and a review panel composed of the SCADA program supervisor, the water treatment chief and the wastewater maintenance manager ranked "Rev Assist" as the highest ranked proposer that met city contracting requirements. Staff recommended awarding the contract on that basis.
On cost and budget, Peyton said the agreement would not exceed $1,515,000 through 07/30/2031 if all options are exercised and that there is sufficient funding in the adopted water and wastewater operating budgets for fiscal years 2026–27. Funding for later years would be requested through the annual budget process.
