The Village of Bonduel Board on March 11 approved a slate of routine municipal actions and unanimously denied a request from a contractor to use village property as a staging area for Highway 29 work.
In a roll‑call vote the board introduced Ordinance 2026‑03 to amend Sec. 28‑15 (All‑terrain/utility terrain vehicle routes) by removing hours of operation from the ordinance; the board said any concerns about operation or noise would be enforced by the police department. The motion was made by Andrew Court and seconded by Michelle Streetman; the roll call was six ayes and one abstention from Kay Zuleger.
On parks and recreation, the board approved final placement of new playground equipment at Cedar Park on the west side of the concession stand to minimize tree removal, and approved upgrading the surface to a pour‑in‑place rubber base rather than a standard wood‑chip base. The board directed staff to pursue grants and fundraising to cover the additional cost for the rubber surfacing.
Municipal Operations was also authorized to repurpose the 2013 squad vehicle for department use. The board approved a sign application for KEY Fabrication (a 4" x 6" double‑sided sign at 720 S. Cecil Street) and approved routine monthly payments and the February 2026 Treasurer’s report.
The board discussed a request from Vinton Construction, the contractor for Highway 29 work, to use a vacant Village lot behind Kwik Trip as a staging area to crush concrete into gravel. Vinton reportedly offered $100 per month to rent the Village lot and had separately discussed a $1,000 per month arrangement for a private lot owned by Matt Baldwin of By the Yard. Board members raised concerns about concrete dust, mess and increased traffic; Matt Pleshek specifically questioned whether a conditional use permit would be required for such activity in a commercial district. After discussion the board voted to deny Vinton Construction's request (motion by Michelle Streetman; second by Kay Zuleger) by unanimous vote.
Procedure items included approval of the March payments and the February treasurer's report. The board convened a brief closed session under Wis. Stat. ch. 19.85(1)(e) to discuss possible business developments with invited staff; the board returned to open session about nine minutes later and took no action on matters discussed in closed session. The meeting adjourned at 6:49 p.m.
