Montrose County commissioners hold executive session to discuss delegation of county manager duties

The Montrose County Board of County Commissioners met in a closed executive session on Monday, Dec. 15 to receive legal advice and discuss personnel matters related to delegating the duties of the county manager while the county remains without a permanent manager, the county attorney said.

County Attorney Julie Andress moved that the board go into executive session; the chair seconded and vocal ayes were recorded. Andress told the board the session would be held pursuant to Colorado Revised Statutes § 24-6-402(4)(b) and (f)(I), citing legal advice and personnel discussion as the reasons for the closed meeting. She said the three commissioners — Commissioners Kirsten Copeland and Sue Hansen (both present) and Commissioner Sean Pond (on the phone) — met with her and Leslie Kwan, the county’s human resources director.

After the closed meeting, the board returned to regular session and County Attorney Julie Andress summarized the executive session on the record, repeating the stated statutory basis and identifying participants. Andress also said the executive session was recorded and that the recording will be retained in accordance with statute.

With no further business, the board approved a motion to adjourn and ended the special meeting.
