County staff brief commissioners on SB 2027 changes to floodplain management and a local property acquisition

Brett Lambrecht briefed the Richland County Board of Commissioners on July 22 about state and federal changes affecting floodplain management.
Lambrecht said he received a letter from the state detailing SB 2027 and related amendments to the North Dakota Century Code. He summarized a federal requirement that applies a 2-foot elevation above base flood elevation for new construction when the project uses an FHA mortgage in a Special Flood Hazard Zone. Lambrecht said he has been assisting townships that called with questions about the changes.
Lambrecht also reported the Pagel home on the Wild Rice River shifted from a relocation outcome to a property acquisition with relocation paperwork handled by the State's Attorney; homeowners will pay the local 15% match. He noted townships and homeowners have contacted his office for guidance under the revised requirements.
