Franklin Borough Board approves preliminary $14.97 million budget, schedules April 27 public hearing

The Franklin Borough Board of Education on March 23 approved a preliminary 2026-2027 budget of $14,965,485 and directed the Business Administrator to submit it to the Executive County Superintendent for review.
Business Administrator and Board Secretary Carlos Sarmiento and Superintendent John R. Giacchi presented the budget figures to the board. The proposed budget includes a General Fund of $13,402,224 and Special Revenue of $1,563,261; anticipated revenue totals $7,325,396, leaving taxes to be raised of $7,640,089.
The board also set a public hearing on the budget for Monday, April 27, 2026 at 7:00 p.m. in the Franklin Borough School library, where members of the public will be permitted to comment under Policy 0167.
As part of the budget package, the board established maximums for certain professional services for 2026-2027 under N.J.A.C. 6A:23A-5.2: legal services $25,000; audit $38,964; physician $8,000; and architect/engineer $12,537. The board set the district travel and expense reimbursement maximum for 2026-2027 at $32,750 and directed the School Business Administrator to track and report travel expenses.
On procedural motions the board approved required filings and directed the secretary to advertise the budget in the New Jersey Herald in accordance with state guidance. The board will revisit the budget following the county superintendent’s review and at the scheduled public hearing.
