Resident questions Riverview Dairy bond; county officials say no county liability

A Richland County resident raised questions Sept. 2 about a bond approved July 1 for Riverview Dairy and about who has permitting authority for the project.
Mary Sahl, a rural Abercrombie resident, addressed the board and asked several questions about the bond and the permitting process for Riverview Dairy. Commissioner Nathan Berseth told Sahl the bond is a "conduit bond, there is no liability, cost, or exposure to the county; the recipient bares all cost," and added that Richland County does not have permitting authority for the project. He said permitting rests with the township and the State Water Commission. Commissioner Terry Goerger recommended Sahl meet with the State Water Commissioner; Sahl said she had a meeting scheduled later that day.
The board did not take further action on the matter during the meeting. No county permitting steps were proposed, and no change to the previously approved bond was announced.
The exchange was recorded during the public-comment portion of the meeting; commissioners framed their response as clarification of county responsibility and a referral to the State Water Commission for permitting questions.
