Franklin Borough board approves $891,048 vendor payments, accepts donation and updates substitute rates

At its Dec. 8 meeting the Franklin Borough School District Board of Education approved a set of finance and facilities items, including vendor payments, an accepted donation and new pay rates for substitutes.
Finance chair Erin Henry presented vendor payments for Nov. 18–Dec. 8, 2025 totaling $891,048.17, which the board approved. The board accepted the Board Secretary’s and Treasurer’s reports for October 2025 and certified that, under N.J.A.C. 6A:23A‑16.10, no budget line exceeded appropriations as of October. The board accepted a $1,000 donation from the Franklin Parent Teacher Organization to support the 2025–26 school play.
The board approved an offsite assistive technology evaluation from The College of New Jersey for $1,100 for the 2025–26 school year. In response to changes in New Jersey minimum wage, the board set new rates effective Jan. 1, 2026: substitute custodians and substitute secretaries at $15.92 per hour and substitute paraprofessionals at $115 per day.
The board also approved a facilities use request from Wallkill Valley Travel Soccer for gymnasium use Tuesdays and Thursdays from Dec. 1, 2025 through March 31, 2026, waiving the facility use and service fees. The roll‑call tally on that item was recorded as 9 yes, 0 abstain, 1 recuse (Mr. Christopher Patterson recused on item H), and 0 no votes.
The board accepted the 2026–27 Budget Calendar and approved between‑line transfers for October as required by state rules.
