Stamping Ground commission adopts solid-waste ordinance, approves attorney contract and health agreements

STAMPING GROUND, Ky. — The Stamping Ground City Commission on July 22 adopted a second-reading ordinance setting Solid Waste Removal Rates and approved several administrative contracts and motions affecting city operations.
The commission gave final approval to “An Ordinance Relating To Solid Waste Removal Rates” on a unanimous vote after a second reading by the City Attorney. Mayor Jennifer Jones moved to adopt the ordinance, and Commissioner Ken Koger seconded; the motion passed 5-0.
The commission also approved a set of contracts and administrative decisions that will affect legal representation, public health oversight and intergovernmental ties. “A Motion was made by Mayor Jones to approve and authorize her to sign the contract with Zachary Osborne as City Attorney,” the minutes record; that motion passed 4-1. According to the roll-call recorded in the minutes, Mayor Jennifer Jones, Commissioner Megan Brown, Commissioner Ken Koger and Commissioner Cody Meadows voted in favor, and Commissioner Dale Perry voted against.
The commission approved a Medical Director Agreement with Tara Ramsey, MD, authorized by a motion from Mayor Jones and seconded by Commissioner Perry; the minutes show unanimous approval (5-0). Separately, the commission approved an Affiliation Agreement permitting Fire Chief Robert Hendricks to sign with Georgetown-Scott County EMS; Commissioner Dale Perry moved the measure, Commissioner Koger seconded, and the motion carried 5-0.
On operational matters, Mayor Jones moved to surplus a city Durango and transfer it to the Scott County Fiscal Court for use by the Scott County Detention Center; Commissioner Dale Perry seconded and the motion passed unanimously. The commission also approved a measure from Commissioner Dale Perry to give the city’s ABC account its own disbursement checks (5-0), and a separate motion directing that the Owl camera the city intends to purchase use either Microsoft Teams or YouTube as its platform (5-0).
Unfinished-business action included permission for Millers Produce to sell produce at Buffalo Square Park on Sundays. The commission approved Commissioner Cody Meadows’s motion that Millers Produce be allowed to sell on the condition it sign a waiver prepared by the City Attorney similar to the waiver used for the Farmers Market (5-0).
The meeting adjourned at 8:45 p.m.; minutes from the session will be presented for approval at the commission’s October 9, 2025 meeting.
