Penn Memorial allowed use of Buffalo Square for Oct. 5 revival; commission discusses Main Street speeding and Halloween closure

The Stamping Ground City Commission on Sept. 11 agreed to allow Penn Memorial to use Buffalo Square for a revival planned for Oct. 5, provided the organization signs the city's liability waiver. The request was presented during the public-concerns portion of the meeting by "A Deakon from Penn Memorial." The commission recorded no objections.
During the same public-comment period, a citizen raised concerns about speeding along Main Street. Commissioners discussed potential solutions but did not adopt a specific engineering or enforcement measure at the meeting. Commissioner Cody Meadows said improved traffic control and temporary measures could be explored.
Separately, Commissioner Meadows proposed seeking permission to close Main Street for two hours on Halloween to make trick-or-treat safer; the commission agreed to submit an encroachment application to the appropriate authority to evaluate feasibility. City staff will follow up with the encroachment process and report back.
The commission also asked staff to contact People's Bank about trash pickup at Buffalo Square and discussed forming a small committee to oversee holiday events while managing liability concerns. The meeting record shows these items will be revisited at future meetings; the minutes state the next meeting is Oct. 9, 2025.
