The West Rockhill Planning Commission voted to grant conditional preliminary and final approval for a small subdivision after the applicant agreed to a series of standard deferrals and clarifications.
The applicant’s representative (Speaker 3) reviewed a waiver list and requested deferrals for stormwater design and related permits, arguing that the subdivision recordation can proceed while site-level stormwater and grading design are completed before building permits. Staff (Speaker 5) and the commission said the township typically records deed restrictions that require completion of stormwater, driveway and other permits before issuance of building permits.
Commissioners noted that the outstanding items were largely cleanup and drafting comments that would not alter lot configuration. Staff confirmed that sewage planning modules for the primary lot would be finalized based on test results and that the applicant had identified a test location. The commission discussed the use of deferred covenants and escrows for stormwater management and driveway permits.
After concluding the review, a commissioner moved to approve conditional preliminary/final approval with the listed conditions and deferrals; the motion was seconded and carried by voice vote. The commission instructed staff and the applicant to record any required covenants and escrow arrangements and to return final documentation as part of the development checklist.
