Lucas County supervisors approve payroll policy, tax abatement, multiple contracts and $170,059.95 in claims

Chairperson Cathy Reece called the meeting to order at 10:00 a.m. Supervisors Larry Davis and Dennis Smith voted with Reece on all motions. Early on the board approved the agenda and waived the reading of prior minutes.
Among the items approved, the board adopted the 2026–2027 Secondary Roads payroll policy, which lists Engineer Todde Folkerts’ annual salary at $148,295.80 and sets hourly rates for multiple equipment operators and shop staff. The board also approved hiring Eli Hamilton to full-time status effective June 1, 2026, at $25.73 per hour (90% of the sign foreman base rate) with 5% annual increases until reaching the full base rate.
Supervisors approved a tax abatement for Parcel No. 0729155013, property owned by the City of Chariton, removing 2023 and 2024 taxes and the 2025 special assessment from the tax list in the total amount recorded in the minutes as $1,219.00. Separately, the board approved an application for suspension of taxes under Iowa Code 427.9 for parcel CHCC0719429004 in the City of Chariton.
Contract and permit approvals included accepting a contract with CASI for cost-recovery services covering FY26–FY28 and permitting Windstream Communications (Knoxville) to bury cable within county road right-of-way in Sections 27, 26 and 23 of English Township. Supervisors also adopted Resolution No SRD260520 in support of a joint RCE and/or CRISI grant application agreement.
The board approved the Lucas County Sheriff’s bi-monthly expenditure report in the amount of $14,994.55 and later approved claims totaling $170,059.95 for the period 05/07/2026–05/20/2026; the full vendor list was entered into the record.
