The North Beach Planning Commission on Feb. 26 approved the site plan for Case 25‑15, a two‑story commercial project dubbed the Shops at North Beach, subject to conditions requiring a final stamped landscape plan, an illustration showing the dumpster and delivery area, screening on the Bay Avenue frontage, and 30 days written notice to the Department of Public Works before construction begins.
Tom Reiniger, the project’s architect of record, told commissioners the team chose helix screw piles to reduce vibration risks near the town library’s large glass façade. “We will auger down about 3 feet,” Reiniger said, then the helix pile “will go into a depth of about 35 feet,” with the resulting void filled with concrete and a 2‑foot‑diameter pier rising a few feet above grade.
Planning and zoning staff asked that the final site plans presented to the town be stamped and include a data table and a comprehensive landscape plan showing screening for the dumpster and delivery zones. Staff also confirmed the town maintains street signage and will coordinate any relocations after construction is complete.
Commissioners pressed the applicant on access and delivery patterns. The architect said it would make sense for delivery access to come from the project parking rather than Bay Avenue and that the final site engineering (grading and stormwater work) will be included on the construction drawings prepared by the civil engineer.
A commissioner moved to approve Case 25‑15 with the two conditions listed in the staff report and the added requirements that the applicant provide an illustration of the dumpster and delivery area and screening for the Bay Avenue side. The motion was amended to require 30 days’ written notice to Public Works prior to commencing construction activities and passed by the members present.
What happens next: The commission’s approval is conditional on the applicant submitting the required final, stamped plans and a full landscape plan. The town’s Public Works office will coordinate timing and signage relocation once construction scheduling is provided.
