Umatilla County commissioners on July 1 authorized staff to submit federal and state transit grant applications totaling $785,729 to support subsidized taxi-ticket services.
The board authorized submission of STBG and FTA Section 5310 applications in these amounts: STBG $479,851 (to be divided between Milton-Freewater and Pendleton); 5310 rural $200,158 (to be split among eligible providers); and 5310 small urban $105,720 (eligible only to Milton-Freewater). The presenter said the City of Hermiston will use its allocation for a subsidized taxi-to-work program; Milton-Freewater will use funds for senior and disabled taxi services; the City of Pendleton will use funds for subsidized taxi tickets.
The presenter noted a 20% local match for some projects and that each provider submitted its own application materials that county staff will package as the qualified entity. Commissioners asked about eligibility thresholds for individual recipients and were told a sliding-income threshold and employer verification may apply.
A commissioner moved to authorize staff to submit the 5310 and STBG applications in the amounts described; the motion passed by voice vote.
What happens next: Staff will submit the consolidated applications, coordinate any required local match, and work with city providers on program implementation if awards are announced.
