Council adopts tax‑relief and Chesapeake Bay code updates; directs staff to draft Virginia Village overlay special‑exception ordinance

After a closed session to obtain legal advice under Virginia Code §2.2‑3711, council reconvened and voted unanimously (7–0) to direct staff to: (1) draft an Overlay District ordinance that would add a special‑exception requirement taking effect on July 1, 2027 (before that date development in the overlay would remain by‑right), and (2) draft special‑exception regulations that could apply to any development proposing to use rights afforded by the Overlay District. The motion also included staff direction to outline approval steps and public‑input opportunities, and council asked staff to clarify negotiation authority for city‑owned property site plans prior to any comprehensive agreement.

Most votes were by recorded roll call; where the clerk recorded individual responses, the roll included the following council members: Mister Agan, Miss Connolly, Miss Downs, Miss Flynn, Mister Snyder, Miss Underhill and Mayor Hardy (all voting yes on the identified items).
