Lumpkin officials flag steep repair costs for Liberty Street; GEFA funding pending

City Clerk Anne Holloway told the Lumpkin City Council on March 10 that work on Liberty Street will be costly, with concrete alone expected to exceed $250,000 and total repairs — including asphalt — likely pushing the project above $350,000.
Holloway said the city has not yet heard from the Georgia Environmental Finance Authority (GEFA) about potential funds for the project. Councilman D. Thomas asked what the plan is for Liberty Street; Mayor Jimmy Babb said the city is still waiting for GEFA and suggested the scope may require a bridge.
The county attorney, Bin Minter, also discussed the Streetscape grant earlier in the meeting and said he believed state reimbursement might occur before invoices are paid; he additionally noted that all Streetscape money must be spent by Oct. 31, 2026. Clerk Holloway reported a Surles Street survey has been completed and will be delivered to Attorney Coleman to pursue an easement.
Public Works Supervisor M. Robinson reported Ga. Rural fluoride testing was satisfactory and that crews repaired sewage pipes on Patterson Drive. Clerk Holloway also said certified letters have been sent concerning rundown properties in the city.
Council members did not adopt a funding plan during the meeting; officials said they will await GEFA's response before taking additional steps.
