Controller outlines Lawrence City budget schedule as council plans finance-committee briefings

The controller said budget discussions will begin next week and that staff have already held an initial pre-budget review in May and identified early “red flags.” He said a second round of department budget meetings is scheduled to start in August and that salary schedules are “pretty much complete” and will be submitted in the August budget meetings. The controller added that he will submit a budget schedule for the city and department heads to follow.
The chair asked which departmental meetings would include council members; the controller said he believed he had invited Councilor Kramer and the meeting host and that invitations for other council members would be at the council’s discretion. The chair urged the controller to schedule finance-committee meetings after the administration’s first and second rounds so the committee could report back to the full council and keep the public informed about progress and remaining challenges.
Councilor Mazur said she wanted clarity on fiscal priorities: “Just look forward to, hearing, about how much money we have and where the administration would like to put it and hoping that the administration and the council, have the same ideas,” she said, urging alignment between staff proposals and council expectations.
The chair framed the meetings as an opportunity for collaboration rather than confrontation, saying the council and administration have “tough decisions to be made” but that the process should not be adversarial or rushed. He said the goal is to keep the public informed as the budget moves toward formal submission.
Because the council did not have a quorum, no votes were taken. The chair thanked members of the public and administration staff for attending and adjourned the meeting.
