North Bay planning panel approves 9-by-16-foot shed at 3721 Lighthouse Drive with west-side screening

The Village of North Bay Planning Commission unanimously approved Application #PCRA2025-3 on Nov. 3, 2025, allowing Robin Posnanski to construct a 9-by-16-foot wood shed at 3721 Lighthouse Drive, provided she plants screening on the west side of the property.
Constable Rocco Castellano reported a cursory review of the application and asked for an updated site survey that includes existing site features; he noted the shed manufacturer does not produce a 9'x16' model and that the applicant intends to purchase a standard 10'x16' unit and modify it on site to meet the village's 144-square-foot limit. Castellano also said a small, below-grade shed on the lot is unused and may be overlooked by the commission; the hot tub near the proposed shed was described as a temporary structure with a removable cover and therefore not an accessory building.
PC Member Bill Cosban, after a site walk, confirmed sloping terrain at the property and suggested planting a natural screen (arborvitae) on the west side to block views from across the street. Posnanski said the north-side windows will match a neighbor's house, that she had already ordered six additional trees and, with neighbor Karen Horwitz's permission, would stagger some plantings north of the property line to screen the shed. Clerk Dori Panthofer, who said she can see the area from her second-floor balcony and bedrooms in leaf-off months, told the commission she was not opposed but requested a natural screen; she stated, “I understand they need the shed.”
President Roger Mellem called for a roll-call vote. Trustees and commission members Rick Cermak, Bill Cosban, Rocco Castellano, Paul Schroeder, Mark Hyde, Roger Mellem and Kari McGaughey voted to approve the application with the west-side screening condition. Clerk Panthofer advised that Posnanski may proceed to order the shed; Panthofer will submit the building-permit application to Inspector Greivell for final fee calculations. Because the project did not require a variance, Panthofer returned the variance check to the applicant.
The approval covers the plan to modify the purchased unit to achieve the 9'x16' footprint and includes the commission's condition that screening be planted to reduce visibility from neighboring properties. The commission noted the next tentative meeting is scheduled for 6:00 PM on Nov. 24, 2025, and adjourned at 4:26 PM.
