North Bay board approves routine contracts, updates public-comment rules and discusses waste-collection contract terms

At its Oct. 27 meeting, the Village of North Bay Board of Trustees approved several routine contracts and policy updates and discussed pending waste-collection contract terms.
On motions recorded in the meeting, the Board approved VC3’s IT deployment as presented (motion by Trustee Rick Cermak, seconded by Constable Rocco Castellano), approved a 3% increase to the 2026 Wind Point Police Agreement (moved by Constable Castellano, seconded by Trustee Schroeder), and adopted updated public comment guidelines (moved by Constable Castellano, seconded by Trustee Schroeder). The Board also approved an amended October 2025 accounts payable report totaling $38,611.99 and authorized routine bill payments prior to the Nov. 24 meeting.
On the Johns Disposal contract renewal, the Board reviewed proposed terms but did not take a final vote. The Clerk summarized the Village’s preferred conditions: 16 yard-waste collections (two per month from mid-April through late November, including July and August), one monthly on-call bulk collection per household on a predetermined date with advance scheduling, designation of the bulk/yard-waste site at North Bay Drive for Shore Acres Drive residents because of access limitations, and assessment of private-drive premium charges via the property tax bill for homes defined in the contract appendix. Johns Disposal indicated it will not collect private-drive premium fees directly from individual residents. Clerk Panthofer will request a final proposal and the Board will hold a Stand Up Meeting to review and vote on the 5-year contract.
Separately, Constable Rocco Castellano proposed a solar ordinance limiting installations to building-integrated systems and prohibiting ground-mounted arrays; President Roger Mellem will consult Attorney Larson to finalize an ordinance that also addresses wind systems and lot-size concerns.
The Board also received a preliminary email summary from Ayres confirming stability of the P-51-700 Vincennes Bridge; a comprehensive report by Joe Bluma will follow.
