North Bay board approves preliminary 2026 budget with 4.3% levy increase

The Village of North Bay Board of Trustees on Oct. 27 approved a preliminary 2026 budget totaling $578,979 that includes a 4.3% net levy tax increase, Treasurer Robert E. O’Brien said.
O’Brien told the Board the budget reflects a mix of rising local costs and offsetting factors: interest rates have begun to decline, but the village faces an approximate 25% increase in waste-management expenses. The Treasurer also said funds that the Village has accumulated in Madison are being spent as part of the proposal. He noted that property tax bills are expected to be delivered to owners by Dec. 15, 2025.
Constable Rocco Castellano moved to approve the preliminary budget, Trustee Rick Cermak seconded the motion, and the vote was unanimous. The motion approved the preliminary levy and budget for further processing; the Board did not adopt a final levy during the Oct. 27 meeting.
The Board’s next scheduled opportunity to review the budget is the Nov. 24 Budget Hearing and Board meeting, when final levies and any adjustments would be considered. The Treasurer and Clerk were authorized to carry out routine payments and preparations before that hearing, as provided for in motions taken at the meeting.
Background: The budget document presented at the Oct. 27 meeting includes revenue and expense estimates and the proposed levy, but the Board’s approval on Oct. 27 was for the preliminary 2026 budget only; the final adoption will follow normal notice and hearing requirements.
