Montrose County work session reviews airport concession deals and $1.15 million equipment purchase

County commissioners reviewed multiple airport contracts and a large equipment purchase during their Dec. work session, including short-term retail space agreements and a budgeted snow-removal equipment order. Presenter Lloyd Arnold outlined a six-month agreement to convert two airport spaces into a gift shop with Mountain Limo (projected annual revenue of $18,000 at a 6% share), a concession agreement with 4 K Snack Shack LLC for vending machines (annual revenue listed as $1,029), and a three-year concession with Hertz that Arnold said represents gross revenue of about $467,000 or 10% of concessionaire gross, whichever is greater.
Why it matters: the items affect airport revenue and operations and include a major equipment procurement that staff say will save taxpayer dollars. Arnold told commissioners the county has an opportunity to order a cradle-broom snow-removal unit from MB Companies through Sourcewell at current prices and avoid a January price increase. "If we go ahead and get this ordered, after the 17th meeting, we'll save about $50,000 on that piece of equipment," Arnold said. He described the snow-equipment purchase as budgeted for 2026 and estimated a roughly one-year build time for delivery.
Arnold also reviewed a $35,000 package of nine Bosch security-system upgrades (vendor CAST Engineering Solutions), saying some items were mandated by the TSA and others discretionary, and that the work would bring additional gates onto the Bosch system. On concession economics he summarized the Mountain Limo proposal as an annual guarantee with a 6% gross share rising to 10% once the tenant moved off-airport, and described the Hertz term and revenue formula.
Commissioners asked for clarifications about specifications and timing; one commissioner thanked staff for clear equipment specs that helped newer members evaluate the purchase. No formal vote was recorded during the work session; staff indicated the items were on the consent agenda for the upcoming regular meeting unless moved for discussion.
