County staff keep airport lease, ground‑transport contract and road contract closeouts on consent

Lloyd (speaker 7) presented two airport consent items to the Board of County Commissioners on Nov. 3: a scheduled airline operating agreement and terminal building lease with Delta Airlines Incorporated, effective Dec. 1, 2025 and ending Nov. 30, 2026, which staff estimated would represent approximately $76,185 in annual revenue; and an off‑airport ground transportation agreement with Private Limousine Company LLC estimated to generate about $22,093 annually (amounts noted as subject to change based on vehicle counts and gross revenue percentages).
Public works staff (Brandon / speaker 11) asked the board to accept final closeouts on two road contracts and release retainage on Nov. 14, 2025. The Kenneken Road construction contract (R2416) to Earthworks Excavation LLC showed a contract amount of $672,795.04 with a final actual cost of $674,909.11 and retainage of $28,797.22; public notice and final payment were published and no claims were made. The 2025 Kinneken Road gravel award to Rocky Mountain Aggregate and Construction LLC listed an award of $429,000, a final cost of $425,691.20 and retainage of $21,284.54; final payment notice was published and no claims were made.
Staff recommended leaving these items on the consent agenda; the board agreed to leave the items on consent and remove general business from the regular agenda because there were no items for discussion. No formal votes were recorded during the work session on these consent items.
