Board backs rezoning for a day-only psychosocial rehabilitation center at 814 Lindsey Street

The Reidsville Planning Board on July 15 recommended approval of a rezoning request (Docket C2026-05) to change 814 Lindsey/Leeson Street from Residential R-6 to General Business to allow a psychosocial rehabilitation (PSR) day program.
Claudia Moore, city planner, told the board the 0.31-acre parcel is located along a commercial corridor, has water and sewer service available near Lindsey Street and is not within mapped floodplain or stream buffers; staff recommended approval as consistent with the city’s land development plan.
Applicant Marlene Harrison of Reidsville told the board the site has operated as a family care home for about 20 years and that she took over operations in 2019. Harrison described the proposed use as a daytime PSR center that provides mental-health and substance-use services, peer-support and therapy, and a 24-hour crisis phone line. She said hours would typically be about 9 a.m. to 3 p.m. and that clients would not stay overnight. When asked about capacity, Harrison said a building inspector estimated the facility could accommodate up to about 49 people, subject to code and room configuration.
Board members expressed support, calling the service “needed” in the community. A motion to recommend the rezoning was made, seconded and approved with no recorded opposers. The planning board will forward its recommendation to city council for final action.
