Rockdale council approves resolution to apply for $750,000 state parks grant

City staff described a retooled parks project that would consolidate previously separate proposals at Bridge Park into a single application to the Texas Parks and Wildlife local park grant program. The application submitted will request $750,000; staff said the grant requires a 50% local match and noted available local sources including $240,000 from a tax note and roughly $60,000 in direct donations and additional pledged funds from community organizations.

Staff cautioned that $750,000 would not deliver every element pictured in the renderings and that the project would likely be phased. "It's not gonna look as Taj Mahal," the city manager said, listing prioritized elements the staff expects to fund if the grant is awarded (pond, splash pad, restrooms, walking trail and rehabilitation of bridges) while noting landscaping and lighting may be limited initially.

Council members asked whether in-kind contributions count toward the match and whether the project site is in a flood-prone area; staff said Texas Parks and Wildlife did not flag floodplain issues during prior review and in-kind contributions could be part of the match but would be verified by the grant program. After discussion about scope and realistic deliverables, council unanimously approved a resolution authorizing submission of the grant application.
