The Ely City Planning and Zoning Commission on May 20 approved a shoreland excavation permit for 751 & 755 N Pioneer Road that allows placement of up to 50 cubic yards of material for a sand beach and a small gravel boathouse pad.
Staff described the request and recommended approval. The presentation noted the beach sand will not exceed Minnesota DNR standards — no more than 6 inches thick by 50 feet long, and up to 10 feet waterward of the ordinary high-water mark — and that a 12-by-24-foot gravel pad will be installed for the boathouse. Staff said no excavation will occur below the OHWM, the work is on private property, and the total amount of material represents less than 5% of the property’s shoreline (the property was described as more than 75% surrounded by water, with over 1,600 feet of total shoreline). Staff further reported that the Minnesota DNR and North St. Louis County Soil and Water reviewed the request and approved it without further restrictions.
During the public hearing, resident Madden Reed, who had submitted a request to appear, expressed concern about the level of detail provided in the beach plans. Councilor Roose responded that she supported the request and said the applicant had gone "above and beyond" regulatory expectations and had been transparent. Commissioner Hernesmaa moved to accept and approve the permit as presented; Commissioner Palcher seconded. The motion carried without objection.
The permit approval allows construction of the beach and the boathouse gravel pad as described; the commission did not place additional restrictions and did not record a separate vote tally in the minutes.
