McDonough adopts audit-driven budget amendments, reallocates ARPA projects for FY24/25

The council approved Budget Amendment Number 3 for FY 24/25 on April 20 after receiving the auditors’ findings. Finance staff said the audit required adjustments, including $144,661 of general-fund reclassifications and updates to the special-events and hotel/motel funds (staff cited adjustments of about $118,974 and $254,704, respectively).
Staff also presented ARPA-related adjustments: funds obligated for highways and streets ($295,868) must be budgeted and spent by 12/31/2026; staff recommended zeroing out certain projects in the current fiscal cycle because funding timing meant the projects will not start before June 30, and to rebudget them once funding streams continue. Finance said approximately $6 million had been collected but some project budgets exceed available revenue in the current cycle, so the zeroing keeps the budget in balance.
Council members asked for clarifications on specific line items (equipment purchases vs. trolley expenditures in the special-events slide) and thanked staff for providing materials in advance. Council voted 7–0 to adopt the amendment, and staff will circulate details and follow up on ARPA project timing.
