Staff delivered detailed five-year pro-forma projections and an alternative AI-generated model. The baseline model assumes a flat nightly site rate of $55 and 40% average seasonal occupancy; the county would supply $165,000 for FY27 site preparation and a split 1.0 FTE staff allocation. Under baseline assumptions the site becomes profitable after the first operational year; a more optimistic AI model showed higher long-term revenues.
Staff said value engineering removed a $405,000 line for fire rings and picnic tables and reduced the amenity center to a basic restroom/shower/laundry footprint to meet the grant match; however, staff also presented an option to invest an additional $250,000 now to restore the originally envisioned recreation/marketplace amenity center to enhance ancillary revenue. Multiple residents (Rodger Nichols, Steve Ronfeld, Chuck Covert) urged the county to accept the larger investment and enforce a 14-day stay limit to keep the site focused on short-term tourists. After discussion the board voted unanimously to continue the decision to the July 15, 2026 meeting to allow further review and public input.
