Eastham commission approves removal of several pines near Samuessette Road with mitigation
Summary

Carl Hartman, who identified himself as trustee for the property owner, said several marked pines at a property on or near 101020 Samuessette Road present a hazard to the house and cited an insurance assessment recommending removal. The commission conducted a site visit, and conservation agent Cinnamon reviewed marked trees and recommended removing numbers 5–8 near the house while discussing options for others.
Hartman said arborists recommended removing a roughly 50-foot radius of trees where crowns are tall and several trees have thin tops; he asked the commission to allow the work now while neighboring landowners were willing to share costs. Commissioners agreed that trees 1–8 could be removed for safety; numbers 9 and 10 should remain in place, and 11 and 12 should be cut to 12–16-foot snags or dropped in place to preserve wildlife habitat.
For mitigation, the commission counted the existing understory as 1:1 and required one native planting from an approved list (elderberry, native dogwood, arrowwood or another comparable native, plus native grass mix where needed) for each tree removed or converted to a snag. The commission also allowed cutting of three related trees outside its jurisdiction as part of the broader ecosystem discussion but clarified mitigation applies only to in-jurisdiction removals.
The commission moved and voted to approve the determination of a positive 2 (for safety) and negative 3 (no significant resource-area impacts) with the special conditions described above. The applicant may either "cut and drop" or remove felled material off-site per approved removal procedures.
