Kingsburg adds cemeteries and related uses to open‑space zoning, waives first reading

Community Development Director Holly Owen told the council that a review of the municipal code showed cemeteries and related uses had been omitted from the Resource Conservation and Open Space district and that the Kingsburg Cemetery District had recently requested site‑plan review. Owen recounted historical maps and staff analysis and recommended adding cemeteries, columbarium and mausoleums as conditional uses, with findings from the planning commission supporting the change.
"Adding the use to the list of conditional uses will be in accordance with the purposes of the district," Owen said, walking through standard code findings and noting planning‑commission hearings and exhibits attached to the staff report. The staff report recommended the council find the amendment exempt from CEQA under the common‑sense exception and to waive first reading and pass the ordinance to a second reading.
After brief council discussion and no public comment on the item, the council voted by voice to find the action CEQA‑exempt, to add the uses to the code, and to waive first reading and set a second reading. The transcript shows the motions carried by voice vote.
