Human Resources Director Latangela Hill presented the city’s 2025 annual HR report at the Jan. 20 meeting, describing hiring, separations, payroll and training activities and previewing 2026 goals.
Hill said HR supported about 200 employees last year, posted and filled 28 positions from a large candidate pool, and processed $15.2 million in gross wages for 226 employees and elected officials. She described separations (24 total, including retirements and voluntary departures) and said the city’s turnover is in line with industry standards.
The presentation highlighted initiatives the department completed in 2025 — including a classification and compensation study — and planned priorities for 2026 such as expanded training and a formal employee recognition program. Hill emphasized internal promotion and training partnerships, including work with Southern Crescent Technical College to build operator pipelines for public works licenses.
“We believe people are the city’s greatest operational asset,” Hill said, summarizing the department’s goals to strengthen compliance, develop staff and improve performance management.
Council members thanked HR for the report and for preparing materials for the new council; no formal council action was required.
