McDonough council defers Anderson Landing rezoning after residents raise stormwater and notice concerns

The City Council of McDonough voted unanimously Jan. 20 to defer action on Eastwood Homes’ Anderson Landing rezoning (case 250903) after residents and council members said they needed more time to review stormwater, sewer and traffic studies.
Community members had submitted a letter asking the council to delay the vote so neighbors could better understand density, stormwater impacts, traffic mitigation and the developer’s record. Staff and the applicant’s counsel, Steven Jones (Kagan & Jones), discussed the outreach that had occurred and said they would continue engagement if the council elected to defer.
Jones told the council that Eastwood Communities has experience with senior and residential projects in Georgia and said the company would be willing to return for another public hearing. “Should it be the will of council to further this another time for further community meetings? We would be happy to do that,” he said.
Technical testimony from HRC Engineers and other consultants addressed concerns raised by neighbors. HRC’s Brian Howell said the conceptual stormwater design would capture most on‑site runoff and treat it in a stormwater management pond to avoid increased flows onto adjacent properties. The project’s traffic consultant recommended limited mitigations — principally deceleration lanes — and did not recommend a traffic signal based on current counts.
Council listened to public comment and to developer testimony, then voted to defer the matter to the March 5, 2026 meeting to allow added community review and for staff to share the capacity and traffic documents with council members and the public. The motion to defer was approved 7‑0, and staff said the subsequent meeting will include a new public hearing.
