Planning staff briefed the East Lampeter Township Planning Commission on a revised land-development plan for a PPL switchyard at 143 Whitney Rose that would accept stormwater runoff from a Lancaster City data center, and recommended the matter be resubmitted as a revised plan for public review.
Staff said the applicant plans to increase the size of a stormwater basin, change fencing, and remove a gravel lot shown on earlier plans. Because the basin would receive stormwater from a neighboring municipality, a commissioner asked whether there is a legal issue with taking stormwater from one municipality and discharging it onto a parcel in another municipality; staff said the township is evaluating how to address that question in the land-development review.
Staff reiterated that none of the data center is within East Lampeter Township and that this review concerns only the switchyard parcel within the township. The item will return as a revised plan at a future meeting so the public and commission can review changes and the legal implications of intermunicipal stormwater conveyance.
Staff also noted related procedural items will appear on the August 17 agenda (a text amendment hearing was mentioned) and that the revised plan will be shared for public review prior to the next meeting.
