Planning commission approves Stoltzfus subdivision at 91 North Soudersburg Road

The East Lampeter Township Planning Commission approved a subdivision plan for Samuel and Rachel Stoltzfus at 91 North Soudersburg Road after the applicant and staff said the application meets review comments and requested four waivers.

Presenter (applicant representative) described the property as spanning multiple tax IDs and townships and said the application requests waivers from sections 303a (preliminary to final plan), 401b9 (existing contours), 402b (scale), and 402b34 (showing sold parcels). The presenter said legal descriptions and a manure-management plan were provided and that signatures are pending final approvals from both townships.

Commissioners asked whether new on-lot sewage systems would be required for the proposed lots. The presenter said a sewage module was submitted and requested a waiver of sewage planning because there is no construction proposed at this time; staff said the township sewage engineer would determine whether tap-in to public sewer is feasible.

A participant noted that many properties in East Lampeter Township rely on older on-lot disposal systems and said funding through PENVEST programs has in the past helped cover costs to connect to public sewer; commissioners and staff discussed whether sewer extension into nearby Lampeter Township would be feasible and which parties would bear responsibility and cost.

A commissioner moved to approve the Stoltzfus subdivision plan, and another commissioner seconded.
