Beer board amends permit and approves Heritage Ball at Harlinsdale Farm, limits alcohol service to 5–11 p.m.

The Franklin Beer Board approved a location-specific beer permit for the Heritage Foundation of Williamson County's 53rd annual Heritage Ball and amended the permit to allow alcohol service between 5 p.m. and 11 p.m. on Sept. 12, 2026.
Jessica Davis, beer-board staff, told the board the Foundation had previously presented this event but had moved the site from Bicentennial Park to Harlinsdale Farm, so a new, location-specific permit was required. Staff said the application and inspections were complete and recommended approval.
Jamie Smith, identified by staff as the Heritage Foundation's senior director of operations and events, told the board that although the packet lists a midnight ending, the event will end at 11 p.m.: "I think that that what's in front of you lists, a midnight ending, but we are ending at 11:00 as, goes across all the other, permits as well." She said police and on-site security will be present and that the event will include beer, wine and spirits.
Board members discussed how to record the correct hours in the motion and confirmed the language to permit alcohol from 5 p.m. to 11 p.m. Alderman Barnhill made the motion to amend the item; it was seconded and the roll-call vote recorded Alderman Barnhill and the chair (Alderman Caesar) voting yes. The amendment and permit carried as amended.
Staff recommended the permit with the amended hours and the board approved it.
