Board approves $5.28 million GMP amendment to begin PK–8 site work

The Norwalk City School District Board of Education on July 14 unanimously approved Guaranteed Maximum Price (GMP) Amendment No. 1 for the district's PK–8 early site package, authorizing $5,282,570.34 in site-preparation work.
During a presentation before the vote, the project presenter described the GMP 1 scope as the earthmoving, underground storm, sanitary and water lines and initial asphalt binder needed to prepare the building pad. The presenter said the bid came in below the district's estimate and that the district expects to return in the fall for a GMP covering the building (GMP 2).
Board members asked about timeline and local contracting. The presenter said state notice to proceed is expected around July 24 and that on-site activity could begin in the first to third week of August. On local contracting, the presenter said local firms did bid but were not the low bidder on this package; he said there may be subcontracting opportunities but could not guarantee them.
A board member asked whether choosing a higher-priced local contractor could trigger a state requirement to reimburse the district for the overage; the Chair noted that state rules could make the district responsible for the difference if an unapproved higher bid were selected.
The motion to approve GMP Amendment No. 1 was moved and seconded; a roll call recorded "yes" votes from Mister Norris, Missus Burkett, Missus Crawford, Mister Gonzales and Mister Ritzenthaler, carrying the measure.
Work under the site package is intended to ready the site for the building procurement later this year; district staff said they may present an additional procurement-level GMP if long-lead items are needed.
The board is scheduled to receive a building GMP in the fall, and the presenter said final site activity and the timing of the building GMP will depend on the procurement schedule and state approvals.
