Tualatin council unanimously renews SRO intergovernmental agreement with Tigard‑Tualatin School District

The Tualatin City Council unanimously adopted Resolution 5984‑26 to authorize the city manager to sign an intergovernmental agreement with the Tigard‑Tualatin School District to continue the School Resource Officer program for the 2026–27 school year.

"SROs are more than just school security. They're trusted mentors for students," the police chief told the council as he introduced Officer Brian Miller and Officer Dan Hernandez and summarized SRO duties, which include mentoring, problem solving, educational support and community outreach.

Officer Brian Miller presented program activity and outcomes, listing referrals and incident reports handled during the school year: "We had 43 offense reports, 16 arrest reports, 1 missing person, 33 supplemental reports," he said, and described a five‑year arrest trend that showed a slight decrease this year. Miller and the chief emphasized that many contacts are resolved within schools through family support, referrals and other services, rather than automatic escalations to juvenile systems.

Multiple councilors praised the program for its day‑to‑day engagement with students and community events. The chief noted a juvenile department analyst had described Tualatin as having relatively low juvenile department involvement compared with other jurisdictions, an observation the chief said may reflect the SRO program's role in prevention and early intervention.

Councilor motioned and seconded the resolution, and the council adopted it by unanimous vote. The resolution authorizes the city manager to sign the IGA for the upcoming school year; the meeting record did not include contract text in the packet during this presentation.
