At its July 14 meeting the Monroe County Council split the consent agenda to vote separately on a health department category transfer of $956.65 after one councilor raised concerns that the fund showed a negative cash balance.
Councilor Hawke asked for clarification before placing her name on the item, noting the fund balance appeared negative in the packet and stressing that grant reimbursements are not guaranteed. Auditor Gregory explained the health department fund is a reimbursable grant fund and typically shows in the red until reimbursements arrive; he said his office has the approving documentation and can forward it to councilors. An additional packet email from the Indiana Department of Health (Darren Fultz) was cited as the documentation authorizing the reclassification.
After the auditor’s explanation and confirmation that the department had approval to move the funds within grant rules, the council approved the category transfer on a split roll-call vote, 6–1 (Councilor Hawke opposed).
