Lodi Joint Review Board reviews TID 3, 4 and 5 annual reports; TID 3 projected to close in 2031

Lodi — The Lodi Joint Review Board met Oct. 28, 2025, at Lodi City Hall to review the 2024 annual reports for Tax Increment Districts (TID) 3, 4 and 5 and to approve prior meeting minutes.
Casey Griffiths of Ehlers presented each district’s report, saying TID 3 — created in 2005 as a blighted area district and amended in 2015 — had a 2024 increment value of $1,117,800 and a year-end cash balance of $120,655. Griffiths reported the district is projected to close in 2031 based on current cash flows, that the expenditure period ends in September 2027, and that a pending stormwater improvement project is planned in the district. He also reported that TID 3 owes the general fund $74,209 and that funds are available to repay that amount.
On TID 4, Griffiths said the district (created 2015 as a rehabilitation district) has an expenditure period ending June 2037, a current increment of $4,666,600 and a 2024 year-end cash balance of $29,700. The city expects to make additional project expenditures before the district’s expenditure period ends; under current cash-flow projections the district’s projected closure year is 2029.
For TID 5, Griffiths reported the district (created 2015, boundary amended 2017) has a 2024 increment of $3,978,700 and a year-end fund balance of $223,740. He said the district’s projected closure is dependent on future city decisions about additional costs. Griffiths also told the board the City is reviewing development proposals for the Top of Lodi property, that TIF assistance has been requested for that project, and that the City is negotiating with a potential developer.
The board took two routine actions: a motion by Mayor Ann Groves Lloyd, seconded by Alder Mike Goethel, to approve the Oct. 8, 2024 minutes carried by voice vote (all ayes); and a motion to adjourn by Mayor Groves Lloyd, seconded by County Supervisor Jeff Leckwee, carried by voice vote, adjourning the meeting at 3:19 p.m.
No formal board action on TID project approvals or on the Top of Lodi development was recorded in the minutes; the reports were presented for review and will inform the board’s oversight as project proposals and funding requests are considered in future meetings.
