Bardstown council accepts Historical Review Board recommendations, approves several COAs

The Bardstown City Council voted June 23 to accept recommendations from the Historical Review Board on four Certificate of Appropriateness (COA) applications.
City Attorney Audrey Haydon-Blackmon presented the HRB recommendations for COA-26-17, COA-26-18 and COA-26-19 and for an amended COA-25-25. Councilman Joe Buckman moved to accept the recommendations for COA-26-17, COA-26-18 and COA-26-19; Councilman David Dones seconded and the motion passed 5-0. Buckman then recused himself at 6:10 PM from deliberation on COA-25-25. Councilman Bill Sheckles moved to accept the amended COA-25-25; Councilman Franklin Hibbs, IV seconded and the motion passed 4-0 during Buckman's recusal. Buckman returned at 6:11 PM.
The approved recommendations include: approval to replace aluminum siding with Hardie board at 118 W. Flaget (COA-26-17); approval to build an in-ground pool, fence and pergola and to remove certain trees with a condition to retain one specified tree and plant a large canopy replacement at 412 E. Stephen Foster (COA-26-18); and approval to replace gutters with new black gutters and change roof shingles to dimensional black asphalt at 109-115 N. 5th Street (COA-26-19). The HRB recommended approval of an amended paint color for 206 E. Stephen Foster (COA-25-25 amended). The minutes record the council accepted the HRB's conditions for the pool application.
