Commission clears preliminary plan for plastics facility expansion in Lakeview Corporate Park

The Pleasant Prairie Plan Commission approved preliminary site and operational plans for an addition to the Balkan (Belkin) Plastics facility in Lakeview Corporate Park, enabling mass grading, underground utilities and footing permits to proceed.

Rob, village staff, said the proposed 15,250‑square‑foot addition will house additional printing equipment lines and include a shell composed of metal panels and a fully adhered roof system. He described three main building components — a tower (~3,000 sq ft, ~100 feet tall), an equipment hall (~8,200 sq ft, ~75 feet tall) and a connecting corridor — and said some site access roads will need alteration to fit the new footprint.

Rob said the company currently has about 83 full‑time employees and anticipates adding roughly another 83 full‑time positions working across four shifts; the applicant also plans to add security staff and video surveillance. He noted existing site tanks are about 73 feet tall and that ordinance flexibility on setbacks can accommodate equipment‑height needs.

When asked about utility relocation, the applicant’s engineering representative, Mark Seidel of Pinnacle Engineering Group, explained the work involves relocating on‑site dry utilities and a storm line to accommodate the expanded building footprint. A commissioner moved to approve the preliminary plans; the motion was seconded and carried by voice vote.

Rob said future rail expansion remains a separate approval process and will be brought back to the commission if and when the company pursues it.
