Members discussed Article III membership language and the need to reconcile Town Meeting direction to limit the committee to five members; options included asking for resignations or designating extra members as alternates to preserve quorum reliability. Committee members raised concerns about quorum and attendance rules; Sullivan said she will verify the five-member requirement and alternate procedures before the committee adopts the orders.
The committee also reviewed a 2007 Town Report and determined the document and related research should be retained in the committee file for future use. In procedural business, Mr. Paul Regan moved to approve the June 16, 2026 draft minutes as amended; Mr. Daniel (Buz) Kenney seconded and the motion carried 4-0-0. The committee scheduled its next meeting for July 14, 2026, at 5 p.m. and then adjourned at 6:20 p.m., following a motion by Regan and a second by Kenney that carried 4-0-0.
The committee deferred final action on the Orders of Procedure until membership requirements are confirmed and all members are present.
