Director Hennefeyen told the board the measures are the culmination of the village's new zoning ordinance: the package rezones approximately 150 properties into three new downtown districts (B1A Downtown Core, B1 Downtown Edge and R7 Downtown Residential) and aligns the comprehensive plan where required. "This was very purposeful," Hennefeyen said, explaining the core district covers properties nearest Cass and the tracks while edge and downtown-residential districts provide a transition and allow townhome-style development.
Mayor Niro read the ordinance titles into the record and asked for public comment; there were no speakers. The board took the measures as a block and approved them by roll call. The votes cleared multiple map amendments that Village officials said will make it easier to build within the targeted downtown footprint and to coordinate zoning with the comprehensive plan.
In the same meeting the board authorized an agreement with Halsey O'Livine Associates LLC (with listed subconsultants) to prepare a downtown streetscape master plan and a downtown parking study. Hennefeyen said the consultant team had presented to the Community Development Committee earlier in the day and had stayed for the village board meeting to answer questions. The contract is intended to produce a coordinated plan that supports the newly rezoned districts.
