Gilmer council declines to accept Yamboree Park parking lot, cites paving failures

The Gilmer City Council voted unanimously Thursday to find that the new parking lot and associated paving at Yamboree Park (City Park Phase I) do not meet contract specifications and to decline acceptance of the parking lot at this time.
The action followed an executive session under Texas Government Code 551.071 to consult with the city attorney about the asphalt work, recommended additional work and contractor payments. The council convened the special meeting at 5:15 P.M. at Gilmer City Hall and recessed into executive session at 5:17 P.M.; it reconvened in open session at 7:24 P.M.
Councilmember Jarom Tefteller moved that the council "find that the new parking lot and the associated paving at the entrances and pertinence thereto the Yamboree ground do not meet the contract specifications for the same and that the City does not accept such parking lot at this time." The motion was seconded by Councilmember Jerry Webb and passed on a 6-0 vote. Councilmember Jasmine McDowell was listed as absent in the minutes.
City staff recorded in the meeting roster included City Manager Mary Bullock, City Secretary Deana Powell, City Attorney Mike Martin and Public Works Director Jonathan Nix. The meeting minutes note the agenda item addressed the asphalt work, recommendations for additional work and contractor payments, but the minutes and motion record do not detail contractor identity, specific specification failures, or any payment decisions.
