Orford selectboard reviews pre-revaluation plan; contractor, DRA set Oct. 21 completion goal

The Orford Board of Selectmen reviewed a pre-revaluation checklist April 16 with representatives from the New Hampshire Department of Revenue Administration and the contractor hired to perform the townwide property revaluation. NH DRA representatives Philip Bodwell and Jason Bickford verified that Granite Hill Municipal Services will perform the work, with Brendon McGahan as the assessor and Angela Silva as supervisor, and confirmed that no revaluation work has yet begun.
The contractor set an overall completion target of Oct. 21, 2025, and said he will use sales data from April 2023 through April 2025 to calculate values; if Orford lacks enough qualified sales, the sales window may be extended later in 2025. The contractor said he will enter the data and conduct field visits to properties across town. The DRA and contractor said the goal is to bring assessed values to between 97% and 100% of market value.
Officials outlined a public-notice and appeal timetable: information on the revaluation process will be posted to the town ListServ and the municipal website, notices of new assessed values will be mailed to property owners by Sept. 10, 2025, and informal meetings for owners to discuss valuations will begin Oct. 1. The contractor said all revaluation work should be completed by the end of October.
NH DRA’s Jason Bickford said he will supply documents and deadlines to request updated information for tax-exemption credits (including elderly and veterans exemptions), charitable organization exemptions and for properties in current-use enrollment, so the assessor can incorporate those statuses in the new values.
There were no public comments. A motion to adjourn the meeting was made by Larry Taylor, seconded by Charles Smith Jr., and passed unanimously 3–0; the meeting adjourned at 10:52 a.m.
