Orange Select Board seals nonpublic minutes, approves elderly exemption and signs annexation application

ORANGE, N.H. — The Orange Select Board met Nov. 4 and voted to enter and then seal a brief nonpublic session held under RSA 91-A:3-c to discuss a reputation issue.
Samara Pitre moved at 5:31 p.m. to go into nonpublic session; Lucy LaChance seconded. Roll-call votes recorded Aaron Allen, Lucy LaChance and Samara Pitre as voting yes and the motion passed. The board exited nonpublic at 5:37 p.m., then voted to seal the nonpublic minutes.
After reopening the public meeting at 6 p.m., Chair Aaron Allen reported that the board approved an elderly tax exemption. The transcript does not record a mover, second or roll-call for that approval.
The board signed a Planning Board application for an annexation/boundary-line adjustment to accept land donated by the Terhune family for a town shed. The Planning Board is scheduled to hold a public hearing on the annexation on Nov. 25, 2025; the transcript notes that deed preparation will follow approvals, with a Dec. 1 target referenced for completion.
Board members also signed a letter authorizing the Trustees of the Trust Funds to deposit revenues into the capital reserve funds that voters approved at the March 13, 2025 town meeting. Designated deposits include $4,000 to the Highway Equipment CRF, $1,000 to the Town House CRF, $21,000 to the Revaluation CRF, $10,000 to the Town Road Improvement and Repair CRF and $500 to the Cemetery CRF.
The Select Board reviewed municipal spending through Oct. 31, 2025. Total expenditures were $326,517.59 against a $431,174 budget (about 76% spent). The board noted a previous misallocation that had incorrectly included Town House capital improvements in the spent figure; that correction is reflected in the revised total.
The board confirmed receipt of the October Highway Block Grant payment of $12,882.82 and reviewed a schedule of revaluation activity carried out by Avitar from April through October, including owner notifications and database updates.
Bills and vouchers were reviewed and signed. The board confirmed its next regular meeting for Tuesday, Nov. 18, 2025, at 6:00 p.m. The meeting adjourned at 6:31 p.m.
