Southern Valley Fire & Rescue reported its 2025 activity to the Horace City Council on Feb. 17, telling the council the department handled 233 calls for service in the city (about 68% of district calls), including seven fires, 165 EMS/rescue calls, 13 hazmat calls and 15 false alarms.
Chief Mahoney said turnout time improvements reduced the 90th-percentile turnout by roughly 1'— minutes and the department placed a ladder truck into service, expanded staffing with two additional part-time employees and eight volunteers, and obtained an ISO Class 5 rating. The district also signed automatic-aid agreements with Kindred Fire District, Davenport Fire District and West Fargo Rural, and a mutual-aid agreement with the city of Morehead.
Deputy chief/EMS (Matt Hans) explained the new advanced life support (ALS) capability: ALS providers can place cardiac monitors, diagnose heart rhythms and start certain medications and advanced airway interventions that basic life support crews cannot, thereby shortening the time to critical interventions before ambulances arrive. Council members highlighted community outreach programs, youth engagement and the department's recent EMT course successes.
The council commended the department on training hours and response improvements. Staff said they will return with any budget or contract requests if procurement or staffing adjustments are needed to sustain ALS in the district.
