Horace council approves FEMA floodplain basement exemption

Horace city staff and consultants asked the council Feb. 17 to approve documents supporting a FEMA floodplain basement exemption for new basements in a designated area.
Mister Dolman presented a geotechnical report, a basement structural design prepared by Interstate Engineering and a concurrence letter from the BIA of Fargo-Moorhead. Dolman said the documentation had been previously provided to the council for review and staff had submitted the materials to FEMA.
Council members asked questions about a red asterisk on a submitted map and whether anything unique applied to Horace's materials compared with neighboring communities; Dolman said the BIA letter was a standard memo used by nearby communities. After brief discussion the council voted to approve the FEMA floodplain basement exemption as provided in the packet.
The action approves the engineering and documentation as the city's submission to FEMA and allows staff to proceed with the exemption process; any additional technical clarifications or future approvals will follow as required by FEMA and city procedures.
