The Horace City Council voted Feb. 17 to rescind the 2025 proposed special-assessment list and directed the special-assessment commission to restart the special-assessment process for the Wall Avenue East and West projects.
Lucas, speaking for city staff and consultants, told the council the discussion began in October and that staff sought additional information — including questions about annexation of the Dahl property and assessment of diversion property — before finalizing an assessment list. The resolutions approved by the council remove the 2025 list from consideration and formally ask the commission to reinitiate the process.
Mr. Croker, who summarized the resolutions during the meeting, said the actions are procedural steps to gather required information before any final decisions on assessments are made. The council approved both resolutions in a single motion; the vote carried.
Council members Landstrom and Dwyer were noted as likely to recuse themselves from future, specific proceedings involving particular properties; the council emphasized that the Feb. 17 motion was limited to restarting the assessment process, not approving final assessments.
Next steps include staff and the special-assessment commission gathering the requested annexation and property-specific information, then returning to the commission and council for hearings and any future decisions.
