Berkeley County presents CDBG checks and approves HUD intergovernmental agreement for entitlement funding

Berkeley County’s Community Services committee presented checks to awardees of the 2026 Community Development Block Grant (CDBG) program and approved a resolution authorizing the county to enter an intergovernmental cooperative agreement with municipalities under the Housing and Community Development Act of 1974.
Miss Williams, who led the CDBG presentation, said awardees were vetted by the grants department and an advisory board and must comply with HUD-required income verification and ongoing monitoring. Announced awards included Change Lives Ministry ($98,500), Pineville Eddy Town Park ($108,425), a range of nonprofit and municipal recipients and county allocations for fire departments ($200,000) and park improvements ($134,601).
Miss Williams then presented a resolution to opt municipal partners into a three-year intergovernmental agreement; she said the partnership makes Berkeley County an entitlement community. Supervisor Cribb clarified eligibility criteria and funding use: once Berkeley County exceeds the 200,000 population threshold it becomes eligible for entitlement funding and receives roughly $1.1 million annually that must be spent on projects benefiting low- and moderate-income areas, seniors, or adults with disabilities.
Council approved the resolution and the grant awards by voice vote. Staff said they will continue monitoring, income verification and the advisory-board process for awardees.
