Union City Council approves ordinance and resolution package, authorizes CDBG application for stormwater repairs

Union City Borough Council on Sept. 16 unanimously approved amendments to parking and zoning ordinances, a tax-exoneration resolution, support for a countywide housing plan and a motion to apply for up to $100,000 in CDBG funds for stormwater repairs in Municipal Lot #1.
Union City Borough Council unanimously approved a package of ordinances, resolutions and administrative measures at its Sept. 16 meeting, including moves to pursue grant funds to repair stormwater infrastructure after sinkholes were discovered in Municipal Lot #1.
Councilors voted to advertise a proposed amendment to the borough’s Tenant Registration program to allow repeated fines for violators who withhold required information; Councilor Steadman moved to advertise the change, and Councilor Osborn seconded. The council approved an exoneration of $5,563.49 in taxes for 121 East High after the Land Bank purchased the property; that resolution was moved by Councilor Kerns and seconded by Councilor Steadman.
The council also voted to support Erie County’s effort to produce a new countywide comprehensive housing plan that will use MAP grant funding and Act 137 (Affordable Housing Act) deed-transfer funds. Councilor Osborn moved the housing-plan resolution; Councilor Steadman seconded. Councilors approved advertised amendments to Parking Ordinance 1137 (restricting parking of unlawful and disabled vehicles and revising schedules I, II and IV) and to Zoning Ordinance 1118 (adding definitions and regulation for "redemption games," or games of skill, and adding section 701.04 governing accessory structures on adjoining lots). Both ordinance amendments carried on unanimous votes.
Councilors also approved a motion to submit an application to the county for up to $100,000 in Community Development Block Grant (CDBG) funds to pay for a portion of the stormwater repairs in Municipal Lot #1; the motion was moved by Councilor Steadman and seconded by Councilor Osborn. Council approved trick-or-treating hours for Oct. 31 from 6:30 p.m. to 8:00 p.m. and handled routine business including approval of the agenda, minutes, secretary’s report and bills.
Council President Riley Cross emphasized the Borough’s distance from the Hometown Heroes fundraising lawsuit while expressing support for the project: "we are not connected to Hometown Heroes, but we are supportive of its cause," he said. Bev Ballog of Hometown Heroes attended and thanked the Borough for its support.
The meeting adjourned at 6:50 p.m.; an executive session on real estate, personnel and contracts ran from 6:58 p.m. to 7:42 p.m. with no action taken.
