Jasper County supervisors approve HVAC, inmate services contracts and insurance renewal

The Jasper County Board of Supervisors, meeting July 7, 2026, unanimously approved a slate of administrative and service contracts, including replacement of heating and air-conditioning units at the county Armory and new multi-year agreements for inmate services.
Maintenance Director Adam Sparks presented four bids to replace furnace and air-conditioning units at the Armory building; the board approved Brookwood Incorporated’s quote of $29,820.00, with a $1,050.00 rebate from Black Hills Energy, to replace three HVAC units and two A/C units. The motion to award the contract was made by Supervisor Talsma and seconded by Supervisor Cupples and carried on a 3–0 vote.
The board also approved two agreements with Victus affiliates for services at the Jasper County Law Enforcement Center. Supervisors approved a three-year Victus Food Service contract to supply inmate meals on a sliding scale tied to inmate population and a separate 36-month Victus Commissary agreement for software, hardware and fulfillment under which the county will receive a 12% commission on purchases. Both motions were moved by Supervisor Talsma, seconded by Supervisor Cupples, and adopted unanimously.
Supervisors approved an NCIC Correctional Communications Service Subscriber Agreement, effective July 7, 2026, through July 6, 2029, to provide telephone, video, messaging and tablet services for inmates. The motion was moved by Supervisor Cupples, seconded by Supervisor Talsma, and passed 3–0.
Administrative items approved without separate discussion included acceptance of the Sheriff’s quarterly report (April 1–June 30, 2026) and the Sheriff’s fiscal year-end report (July 1, 2025–June 30, 2026); renewal of coverage with the Iowa Communities Assurance Pool for July 1, 2026–June 30, 2027, which included a $2,000,000 increase in excess liability and a total renewal cost of $667,736.00; and a HIPAA software change to Medcurity for $7,191.50 covering July 1, 2026–June 30, 2029. The board also approved minutes from the June 30, 2026 meeting.
